Local Emergency Committee

Mandate:
Under the authority of the Public Safety Services Act Section 18 (4), the Emergency Management Committee may delegate its powers and duties under this Act to a committee composed of a member or members of the local authority. The Local Emergency Committee was formed to allow a more flexible and timely response to emergencies. The Local Emergency Committee has the power to declare a state of local emergency in accordance with Section 21 of the same Act.

1 Other Member of Council (designated by Mayor)
If the Mayor is absent or unable to act, the following shall be the alternate: Deputy Mayor; Acting Mayor; Chairman of the Emergency Management Committee; any member of City Council in priority according to the Deputy Mayor roster.

The Mayor is a Committee member by Office. The other Member of Council is designated by the Mayor.

A member is only appointed if there is a state of emergency.

Authority  Description Decision
1. 1981 June 22, DS81-8. Amendment to the Disaster Services Bylaw 21M81 allowing for the formation of the Local Emergency Committee.
2. 1990 July 23, The Final Report of the Committee on Committees Recommended that Aldermanic representation on this committee be unchanged.
3. 1994 January 01, Public Safety Services Act Under the authority of the Public Safety Services Act Section 18 (4), the Disaster Services Committee may delegate its powers and duties under this Act to a committee composed of a member or members of the local authority.
4. 2002 May 27, 25M2002 - Disaster Services Bylaw. Formally establishes the Disaster Services Committee (which is composed of all the Council Members serving on CPS); the Local Emergency Committee (The Mayor and one other Member of Council designated by the Mayor); and the Calgary Disaster Services Agency (Administrative heads of Business Units and certain external organizations).
5. 2003 September 08, AGS2003-43. Current aldermanic representation level is appropriate. No changes recommended.
