17th Avenue Retail & Entertainment District Business Improvement Area

 
Mandate:
(a) improving, beautifying and maintaining property in the BIA;
(b) developing, improving and maintaining public parking within or adjacent to the BIA; and
(c) promoting the BIA as a business or shopping area.
 
Composition:
Maximum of 10 Members

Members of the Board shall be appointed by resolution of Council.

The Board must consist of individuals who have been nominated by one or more taxpayers in the BIA as defined in s. 1(e) of the Business Improvement Area Regulation, Alta. Reg. 93/2016.

1. 1983 June, Municipal Government Act Amendment With the passage of Bill 43, the Province of Alberta approved the Municipal Government Amendment Act. Section 171 of the Act introduced legislation for Business Revitalization Zones (BRZ).
2. 1984 July 09, Petition No. 84.06.094 Received a valid petition to create the 17th Avenue Business Revitalization Zone.
3. 1984 September 18, C84-93 and Bylaw 39M84 Establishment of the 17th Avenue Business Revitalization Zone.
4. 1986 December 15, Bylaw 66M86 Amendment to Bylaw 39M84 - To adjust the boundaries, outlined in Schedule A of the Bylaw.
5. 1989 December 18, OD89-179 and Bylaw 51M89 Amendment to Bylaw 39M84 - To amend the boundaries of the 17th Avenue Business Revitalization Zone.
6. 1990 September 04, N90-33 and Bylaw 42M90 Amendment to Bylaw 39M84 - The legal designation of the BRZ be officially changed to the 'Uptown 17 Business Revitalization Zone'
7. 1994 December 09, Ministerial Order #L:438/94 in the matter of the Municipal Government Act Section 53 and Section 381 revisions to include The Business Revitalization Zone Regulation.
8. 2003 September 08, AGS2003-43 Legislative Governance Review Final Report - Reduces Council membership from 1 member to 0 member.
9. 2003 October 20, Bylaw 41M2003 Amendment to Bylaw 39M84 - Section 3 of Bylaw 39M84 is deleted and replaced by the following: ' The Board of Directors for the Uptown 17 Business Revitalization Zone shall consist of not more than ten (10) individuals, appointed by Council, each of which shall have been nominated by any person, including a corporation, liable for municipal assessment within The Uptown 17 Business Revitalization Zone.'
10. 2004 June 21, CPS2004-45 Approval of the 'Working Relationship Model' between the BRZ's and The City of Calgary: to support shopping and business activities and improved retail and pedestrian environment.
11. 2005 January 24, CPS2005-02 Update report on the work and relationships with the Business Revitalization Zones groups; and approval of the 'Action Plan and Implementation Strategy'.
12. 2005 April 11, LPT2005-17 (1) Review of the existing Cash In Lieu for Parking Policy; (2) Administration to establish a Review Committee with membership to include BRZ representatives.
13. 2007 May 07, LPT2007-22 (1) Abandon the Cash-In-Lieu policy for the 17 Avenue SW; (2) Utilize the remaining funds in the existing Cash-In-Lieu for the 17 Avenue SW parking districts for the short term parking improvements; (3) Develop a Parking Management Strategy for the 17 Avenue SW parking districts in partnership with the Business Revitalization Zones.
14. 2008 December 08, LPT2008-65 That Council adopt the 17 Avenue SW BRZ parking improvements.
15. 2012 September 10, NM2012-38 Notice of Motion: Administration to provide an overview of the current state of municipal support for BRZ development in Calgary, research municipal best practices, and recommend options for consideration to better support existing BRZs, encourage innovation, and foster the creation of new BRZs.
16. 2014 January 13, PFC2013-0819 Direct Administration to complete Phase 2 of the BRZ review process and report back to Council through the Priorities and Finance Committee with a 2015-2018 BRZ business plan to support BRZ development.
17. 2014 January 13, PFC2013-0820 and Bylaw 3M2014 Amendment to Bylaw 39M84 - To change the name of the 'Uptown 17 Business Revitalization Zone' to '17th Avenue Retail Entertainment District (RED)'.
