4th Street South West Business Improvement Area

 
Mandate:
The purposes for which the BIA was established are the following:
(1) improving, beautifying and maintaining property in the BIA;
(2) developing, improving and maintaining public parking within or adjacent to the BIA; and
(3) promoting the BIA as a business or shopping area.
 
Composition:
Maximum of 12 Members

The Board must consist of individuals who have been nominated by one or more taxpayers in the BIA as defined in s. 1(e) of the Business Improvement Area Regulation, Alta. Reg. 93/2016.
Term:
1 year term; appointed by resolution of Council.

When a vacancy occurs on the Board, the Board may appoint an individual to fill that office for the remainder of the former member's term. Such interim appointments shall not require the further approval of Council.

1. 1990 November 19, OE90-06 and Bylaw 40M90 To establish the Fourth Street South West Business Revitalization Zone.
2. 1993 November 22, OE93-62 and Bylaw 45M93 Amendment to Bylaw 40M90 - To provide for a decrease in the boundaries of the 4th Street SW Business Revitalization Zone.
3. 1994 December 09, Ministerial Order # L1438/94 in the matter of the Municipal Government Act Section 53 and Section 381 revisions to include The Business Revitalization Zone Regulation.
4. 2000 November 27, C2000-73 and Bylaw 42M2000 Amendment to Bylaw 40M90 - To expand the boundaries of the 4th Street SW Business Revitalization Zone.
5. 2003 September 08, AGS2003-43 Reduces Council membership from 1 member to 0 member.
6. 2003 October 20, Bylaw 41M2003 To amend various bylaws relating to committees. Housekeeping amendment regarding the number of BRZ's, and also amends the number of Directors on each Board.
7. 2004 June 21, CPS2004-45 Approve the 'Working Relationship Model' between the BRZs and The City of Calgary; and implement the preliminary 'Action Plan'.
8. 2005 January 24, CPS2005-02 Update report on the work and relationships with the Business Revitalization Zones groups; and approval of the 'Action Plan and Implementation Strategy'.
9. 2005 April 11, LPT2005-17 (1) Review of the existing Cash In Lieu for Parking Policy; (2) Administration to establish a Review Committee with membership to include BRZ representatives.
10. 2007 May 07, LPT2007-22 (1) Abandon the Cash In Lieu policy for 4th Street SW BRZ; (2) Utilize the remaining funds in the existing Cash In Lieu 4th Street SW BRZ parking district for short term parking improvements.
11. 2008 December 08, LPT2008-65 Adopt 4 Street SW BRZ parking improvements: Improve directional signage to underutilized parking facilities in the area.
12. 2012 September 10, NM2012-38 Notice of Motion: Administration to provide an overview of the current state of municipal support for BRZ development in Calgary, research municipal best practices, and recommend options for consideration to better support existing BRZs, encourage innovation, and foster the creation of new BRZs.
13. 2014 January 13, PFC2013-0819 Direct Administration to complete Phase 2 of the BRZ review process and report back to Council through the Priorities and Finance Committee with a 2015-2018 BRZ business plan to support BRZ development.
