Community Representation Framework Task Force

Terms of Reference
 
Mandate:
Offer strategic advice on the development of a framework for inputs into decision-making that have traditionally been provided by organized community groups on matters related to community-building. The framework will clarify the role of organized community groups and maximize relevant and sustainable public benefit through all stages of a community's evolution to ensure complete communities. 
Composition:
4 Council Members
1 Representative of City Administration, from the Community Services department
1 Representative of City Administration, from the Planning and Development department
1 Representative from the Federation of Calgary Communities nominated by the Federation of Calgary Communities
2 Representatives from community associations who must be members of a community association board, nominated by the Federation of Calgary Communities
1 Representative from resident associations, nominated by the Federation of Calgary Communities
1 Representative from the University of Calgary nominated through the University of Calgary's representative(s) responsible for the Urban Alliance
1 Representative who is a member of Urban Land Institute - Alberta District Council nominated by the Urban Land Institute - Alberta District Council
1 Representative from the CHBA-UDI Calgary Region Association nominated by the CHBA-UDI Calgary Region Association
2 Representatives for developers who are members of the CHBA-UDI Calgary Region Association nominated to Council by CHBA-UDI Calgary Region Association

Members from Administration will be appointed by Community Services and Planning & Development. Selection will be based on subject matter expertise and relevancy.

Members of Council will be appointed to the Task Force at the annual Organizational Meeting of Council in 2016 October. 

Delegates from identified stakeholder groups will be appointed by Council through non-binding nomination at the annual Organizational Meeting of Council in 2016 October.

Authority  Description Decision
1. 2016 June 20, CPS2016-0393 Council approved the formation of the Community Representation Framework Task Force. Adopted the Terms of Reference as amended.
2. 2016 October 24, Organizational Meeting Council amended the Terms of Reference to increase the membership to four (4) representatives from Council.
3. 2018 February 26, CPS2018-0118 Community Representation Framework Program Update: (1) Continue work to establish a new approach to community representation based on the direction of the Community Representation Framework Task Force by engaging with community stakeholders; and (2) Return to Council with a final report on the Community Representation Framework no later than the end of 2018 Q4.
4. 2018 December 17, CP2018-1393 That Council: (1) Approve the Community Representation Framework; (2) Direct Administration to return to Council with a progress report on the implementation of the Community Representation Framework no later than the end of 2020 Q1; (3) Accept this report as a summary of how the Council Innovation Fund has been allocated to help complete the Framework; (4)Thank the Community Representation Framework Task Force members for their hard work and contribution to this program; and (5) Direct Administration to disband the Community Representation Framework Task Force.
